The question about flat towing a MINI comes up regularly on both MINI and RV forums.

This is legal in the US without supplemental brakes. If the RV were smaller or the towd bigger, a braking system would be required. And the following post about brakes in the UK was from Martin F:

The reason is that any trailer weighing over 750KG must have its own braking system which activates when the towing vehicle brakes.

Jim Ray, my hubby, rigged our Clubman to flat tow behind our RV. We have towed it for around 15,000 miles with no problems. One of the minor things that makes it an excellant towd is the lack of a locking steering column on model year 2008 and newer MINIs. That means you don't have to leave a key in the ignition while towing.
